For our customer – The Council of Europe, we are looking for WAN Networking Engineer on a long-term contract for Brussels, Belgium
Definition, delivery, operation and support of Wide Area Network solutions: Large scale redundant infrastructures between the Secretariat and national and international administrations. This encompasses several technologies (mainly TCP/IP, ATM, ISDN) network equipment, security equipment (firewall, filtering devices, encryption systems), messaging related applications (Mail Relays, Servers, Databases), establishing and maintaining cryptographic devices and algorithms
The provision of WAN consultancy services will be in the scope of the Member States network infrastructures between the Secretariat (main site), Member States, other institutions of the European Union and other partner sites. These networks use extensive protective measures (hardware and software) in order to secure the information and communications. The base infrastructure (network connections) is provided by third party Network Service Providers.
Duties include:
- Technical analysis and specifications, architecture, design, implementation deployment operation and support of classified wide area network infrastructures and solutions:
- Communication services and integration of ICT security in a distributed architecture
- Secured Wide Area Network solutions interconnecting a distributed architecture
- Large scale redundant IP, ATM and ISDN, based infrastructures between national and international sites
- Telephony
- Messaging and Collaboration solutions and applications
- Cryptographic devices and algorithms
- Multimedia
- Writing of high level and technical documents (including advice, analysis, reports, design/study, specifications, implementation, testing, training, presentations, etc.)
- Administration and maintenance of communication solutions (including OS, Messaging systems, databases) and wide area network systems
- Coordination with the internal and external (e.g. network providers) technical actors
- Implementation and administration of security defined for communication solutions and wide area network systems

Skills, Competencies, and Toolsets:
- Master Degree in IT or related matter or Bachelor Degree complemented by 7 years of professional practice in IT;
- Excellent communications skills in English, French is desired;
- Hands-on experience in design, integration, validation and support of communication services and of IT security in a distributed architecture (interconnected via a WAN), including excellent writing skills in English of advice/analysis documents, reports, technical analysis, operational guidelines and procedures, quality assurance and training;
- Hands-on experience in Secure Messaging: SMTP, X400 , S/Mime, PGP;
- Hands-on experience in Directory Services: X500/ LDAP/ Active Directory, Samba4
- Hands-on experience in Network Services: OSI and TCP/IP layer 3 and 4
- Experience in system migrations;
- Experience in IT security solutions, equipment integration and operation (firewall, encryption, PKI, etc.)
- Experience in Open Source OS and Windows OS, software, databases and applications
- Knowledge in Project Management methodologies (such as PMI or PRINCE2) and Operation Management (such as ITIL) is highly desired
